Line Producing Services

Line making in Canada is operationally distinct from the US model in two important ways: the role carries direct CAVCO filing responsibility (the federal certification that unlocks CPTC and PSTC tax credits — often the single largest financing line in a Canadian budget). It sits at the intersection of multiple labour regions that change as the shoot moves between provinces.

Our line producers work CAD budgets reconciled daily against cashflow, lock down the CAVCO Part A and Part B labour-eligibility filings as crew is engaged, and coordinate the provincial credit applications running in parallel — BC's PSTC and DAVE through Creative BC, Ontario's OPSTC through Ontario Creates, Quebec's QPSTC through SODEC, Alberta's FCDB through the Alberta Film Office, Manitoba through Manitoba Film & Music.

Payroll routes through Cast & Crew Canada or Entertainment Partners Canada with proper T4/RL-1 splits for Quebec engagements, ACTRA IPA and UDA contracts reconciled separately, and DGC/WGC/IATSE/AFM contributions filed to each union's national office. GST/HST recovery via CRA runs through the production company's accounts at 5-15% depending on regions.

Cross-border coordination is the other half of the job, because most Canadian production has at least one US, UK or European leg. We administer IRCC work permits — often USMCA/CUSMA for US/Mexican crew, Mobilité francophone for francophone European crew, and standard LMIA-exempt category permits for the rest — and coordinate the CBSA ATA carnet filings that move foreign equipment in and out without import duties.

On set, daily operations route through bilingual EN/FR call sheets in Quebec (legally needed when UDA performers are engaged, expected on most Montreal productions regardless), with department-head meetings, locations briefings and safety protocols translated as needed. Studio coordination spans Vancouver Film Studios, Bridge, Mammoth, Sky and the North Shore Studios complex in BC; Cinespace Brampton, Pinewood Toronto and Knightsbridge in Ontario; MELS Studios and MELS Cité du cinéma in Montreal; and the Calgary Film Centre. Weather-contingency planning carries serious weight in Canada — Quebec City -25°C winter shoots, Whitehorse and Iqaluit Arctic logistics, and Pacific Northwest rain cover for Vancouver exterior days all show up in the line-producer's contingency schedule from day one.
